Last month the Azerbaijani community in Armavir, Krasnodar region, Russia, demanded the removal of the plaque in honor of Garegin Nzhdeh, in the territory of the Assumption Church.
The City Duma promised removal of the plaque, with no further steps followed.
However, Alexey Vinogradov, a member of the City Duma, who was born in Grozny and moved to Armavir in 1992, could not wait until the plaque was removed. The 52-year-old man painted Garegin Nzhdeh’s image black.
The plaque was put up in 2012 and has since never troubled Mr Viniogradov. But, all of a sudden, the Armavir Duma member decided he could not see it any longer.
